1. How can I rent a vehicle?
There are a couple of options for state employees to rent a state vehicle for use. 
  • Check with your agency’s fleet coordinator for internal vehicles available for use. A list of all agency fleet coordinators may be found on the Fleet Management’s Division's website at www.fleet.wv.gov or call 1.855.817.1910. 
  • The Fleet Management Division has a small rental pool of state vehicles, including vans and SUVs, available for daily or long-term rental. State employees renting a state vehicle must pay a flat rental rate, in addition to the cost of gas. For vehicle rental prices, visit https://fleet.wv.gov/Rental. To register your Capitol Complex Motorpool Kiosk account through the Fleet Commander website and make a reservation, visit www.wvmotorpool.agilefleet.com.
  • Statewide contracts for vehicle rentals with Hertz and Enterprise are available for business travel. For more information on these contracts, visit www.state.wv.us/admin/purchase/swc/CRENTAL.htm

    5. How can I get a Personal Identification Number (PIN) for my agency’s state vehicle fuel card?
    Each agency has a fleet coordinator who assigns the PIN to its drivers. Individuals may contact that agency fleet coordinator directly for this number. If you are unsure of who your agency's fleet coordinator is, you may call the Fleet Management Division at 1.855.817.1910 for this information. 
     
    6. How do I schedule an event at the Capitol?
    If you wish to use the Capitol or its grounds for any event, the General Services Division handles such requests. Please contact the General Services Division’s Service Desk by calling 304.558.2317 or email GSDServiceDesk@wv.gov.
     
    7. Where can I find upcoming events at the State Capitol?
    A list of upcoming scheduled events is posted on the General Services Division’s website at www.generalservices.wv.gov/events
     
    8. How can I get an estimate on my retirement benefits?
    To request an estimate of your retirement benefits, contact the Consolidated Public Retirement Board (CPRB) at 304.558.3570 at least six months prior to your retirement date. This process may change with the implementation of the Member Self-Service in late 2019. Please visit www.wvretirement.com for more information.
     
    9. How can I schedule an appointment with a retirement advisor?
    To make an appointment with a retirement advisor, you may contact the Consolidated Public Retirement Board at 304.558.3570 at least six months prior to your retirement date. This process may change with the implementation of the Member Self-Service in late 2019. Please visit www.wvretirement.com for more information.
     
    10. How can I view my health plan or make changes to my coverage?
    Public Employees Insurance Agency (PEIA) members are encouraged to create an account on PEIA’s website under “Manage My Benefits” at www.peia.wv.gov. Click the “Manage My Benefits” button to view valuable information on your selected healthcare plans or your current dependents. 
     
    11. Where can I find information on the current PEIA plan year coverage?

    The Department of Administration publishes a monthly employee newsletter, Quotes, Notes & Anecdotes, which is posted online at www.administration.wv.gov/newsletters. Media releases that are issued are also posted on our website at https://dev-administration.wv.gov/department-news. Additionally, the Department of Administration has a Twitter site under the user name westvirginiadoa.     17. How can I get an Ethics opinion on a matter?  
    All Ethics opinions are posted on the West Virginia Ethics Commission’s website at www.ethics.wv.gov. To obtain an opinion on an issue that has not already been addressed and posted on its website, contact the Ethics Commission by phone at 304.558.0664 (toll-free 1.866.558.0664), via fax at 304.558.2169, or by email at ethics@wv.gov.        

    18. How can I submit a service request for a problem with my building?
    All requests for maintenance or grounds issues should be directed to your agency building coordinator. If your organization does not have a designated building coordinator, you may contact the General Services Division’s Service Desk by calling 304.558.2317, sending an email to GSDServiceDesk@wv.gov, or submitting a request to the Service Desk using the “Submit Request” tab on their website at www.generalservices.wv.gov.         

    19. Which entrance to the State Capitol do I use to get into the Capitol on weekends to visit?
    The West Wing entrance with ADA accessibility, across from the Culture Center, is open during regular weekend hours for visitors. During the week, there is also an East Wing entrance open to visitors.        

    20. Who takes care of the lost and found on the State Capitol Complex?
    The Division of Protective Services maintains the lost and found for the Capitol Complex. That office may be reached at 304.558.9911.   

    21. May I request a flag to be flown over the Capitol?
    Yes. If you would like to request a flag to be flown over the Capitol, contact the General Services Division’s Service Desk at 304.558.2317 or email GSDServiceDesk@wv.gov. West Virginia flags may be purchased at the Culture Center Gift Shop or may be acquired from other retailers.          

    22. As a state employee, who do I call if I experience issues with my computer?

    23. What should I do if I receive a phishing email on my state account?
    If you encounter a suspicious email, please forward the email to OTPhishing@wv.gov or ServiceDesk@wv.gov. If you have fallen victim to a phishing attempt or you believe your account or computer has been compromised, please contact the Office of Technology’s Service Desk immediately.    

    24. How can I search for state government job opportunities?
    First-time and returning applicants may view job opportunities online at www.governmentjobs.com/careers/wv, while current and former West Virginia state employees can search for job postings at www.governmentjobs.com/careers/wv/transferjobs​.​

    25. How can I find statewide Division of Personnel policies?
    All Division of Personnel policies are posted on its website at www.personnel.wv.gov/rules.

    28. How can the public acquire state surplus property?
    The West Virginia State Agency for Surplus Property makes state property available to the public through online auctions on GovDeals here and through daily sales at its facility at 2700 Charles Avenue in Dunbar, West Virginia. The facility is open Monday-Friday (excluding holidays) from 9 a.m. – 4 p.m. More information can also be found at WVSurplus.gov.         

    29. Where can I view bid opportunities for the state?
    All bid opportunities expected to exceed $10,000 are posted within the Vendor Self Service (VSS) portal at www.wvoasis.gov. Agencies may also advertise solicitations of lesser amounts on the VSS at their discretion.
         
    30. Where can I find information on parking at the Capitol?
    Visitors to the Capitol campus can find information on lot numbers and names, as well as a map to each, online at www.realestatedivision.wv.gov/parking/Pages/parking-locations.aspx.         

    31. When are the visiting hours for the Capitol?
    For information related to the State Capitol’s building hours, capitol tours, shuttle service, and more, visit www.wvlegislature.gov/Educational/citizens/guide.cfm​.
