Ethics Commission Issues Two Public Reprimands

CHARLESTON, W.Va. – The West Virginia Ethics Commission has issued two public reprimands and assessed fines as part of settlement agreements of Ethics Complaints.

The public reprimands were issued on Thursday, August 4, 2016, against Bernard L. Fazzini, former Secretary of the Board of Directors of the Central West Virginia Transit Authority (“CENTRA”), and John P. Aman, CENTRA’s former General Manager.

The Commission found that Fazzini used his position with CENTRA to facilitate CENTRA entering into a contract with Aman’s wife, which resulted in a contract prohibited by the Ethics Act and personal gain to Aman and his wife. It also found that Fazzini had requested Aman to allow him use of a CENTRA trolley for his daughter’s wedding in September 2013, and that Aman directed a subordinate to schedule Fazzini to use the trolley without charge and even though the trolley had already been reserved for another wedding.           

In addition to the public reprimands, the Commission ordered Fazzini and Aman to pay fines of $500 each. The Conciliation Agreements may be viewed on the Commission’s website at www.ethics.wv.gov.
