Consolidated Public Retirement Board Has New Executive Director

Gov. Earl Ray Tomblin announced September 28, 2011, the selection of Jeffrey E. Fleck as executive     director of the West Virginia Consolidated Public Retirement Board (CPRB), effective October 1, 2011.

Knowledgeable with the various plans offered by the Consolidated Public Retirement Board, Fleck has recently served as the chief compliance officer for the CPRB since February of 2007. Prior to this position, he worked as the Business Development Coordinator / Compliance Officer and as Director of Surgical Services for Pleasant Valley Hospital in Point Pleasant, W.Va., and served in many other leadership positions in health care facilities throughout West Virginia.

Fleck’s responsibilities will include overseeing the nine different retirement plans under the Board’s jurisdiction, consisting of the Public Employees Retirement System; Judges' Retirement System; Teachers’ Retirement System; Teachers’ Defined Contribution Retirement Plan; WV State Police Death, Disability and Retirement Fund (Plan A); West  Virginia State Police Retirement System (Plan B); Deputy Sheriffs’ Retirement System; Emergency Medical Services Retirement System; and the Municipal Police and Firefighters Retirement System. The agency is organizationally structured under the Department of Administration.

The Consolidated Public Retirement Board consists of 16 trustees, four of whom are set by statute: Governor, State Treasurer, State Auditor and Cabinet Secretary of the Department of Administration. The remaining trustees are appointed by the Governor and serve 5-year terms.

“The state of West Virginia is extremely fortunate to have Jeff Fleck lead in such a vital role within our state government operations in terms of compensation benefits,” said Governor Tomblin. “He brings a wealth of knowledge and hands-on experience relating to the state’s retirement systems by previously playing such a key role in the senior management team for this organization. His compilation of knowledge, skills and experiences will greatly benefit the continued progress of all our retirement systems.”

Fleck earned a bachelor’s degree in communications from Liberty University in Lynchburg, Va. and a master of business administration degree from the University of Charleston. Fleck and his wife, Cindy, live in Charleston, W.Va. with their children, daughter Madison, age17, and Jacob, age 14.

Fleck replaces Erica Mani, who has resigned from this position to serve as deputy chief of staff for Governor Tomblin.
