Robert P. Paulson Named General Counsel for Department of Administration

Cabinet Secretary of Administration Robert W. Ferguson, Jr. announced on Sept. 8, 2009, the appointment of Robert P. Paulson of Charleston as general legal counsel for the West Virginia Department of Administration.

Prior to accepting this position with the Department of Administration, Mr. Paulson worked as Assistant General Counsel of the West Virginia Department of Health and Human Resources. Previously, he worked as an associate at Spilman Thomas & Battle, PLLC, focusing on the areas of litigation, finance, bankruptcy, contracts and other matters.
 
 

“I am happy to welcome Bob to the Department of Administration,” Secretary Ferguson said. “Due to his diverse law experience in government, finance and contracts, Bob will be able to quickly acclimate himself to the tasks at hand and will be a positive addition to our department.”

 

The Department of Administration oversees various functions of state government, including finance, general services, insurance, personnel, purchasing and retirement.

Paulson is a graduate of the
University of Virginia, where he earned a bachelor’s degree in history in 1989 and Georgetown University, where he received a master’s degree in 1994.  He earned his Juris Doctor in 2002 from the University of Pittsburgh School of Law. He is a member of the Order of Barristers and is admitted to practice law in West Virginia, the Northern and Southern Districts of West Virginia, the Fourth Circuit, the Court of Appeals for the District of Columbia Circuit and the United States Supreme Court.

Paulson replaces James Kirby in this position, who resigned to return to private law practice.
