Larry C. Palmer, Sheriff of Brooke County, admitted that he violated the private gain provision in the West Virginia Governmental Ethics Act when he used his public position to attempt to have Brooke County pay a damage claim that was personal in nature.
Palmer was also ordered to undergo training on the Ethics Act as part of the settlement.
